He was drawn in July of 2003. His drawing is counting eight people.1:02Did you know that in some cities they have a percent for art program? What this means on most1:08occasions is that one percent of the cost of newly constructed buildings is put aside as a budget1:14for the public art in that city. This art is oftentimes found directly outside the building.1:21The program is designed to provide a revenue for improving community spaces and the built1:26environment. Sometimes the art funded by these programs is great. Sometimes the work feels like1:32a forced percent of art, that the art exists on that space only because it has to. Poor art. But1:39in these cases, poor has nothing to do with it. As you can imagine, the budgets for these pieces1:45can get pretty extraordinary. It would be neat if they had a percent for the percent for art program.1:53Under my proposed program, one percent of the budgets created for these commissioned public1:58works would go toward the amazing unfunded works that not many people have ever heard of.2:03The problem, of course, being that those fringe artworks are just that, fringe.2:10That 1% of art would get chewed up just hiring someone to even try to find those people.2:16I should just get back to my drawing.2:21Paul Keating, 38, was a hero even before September 11th.2:26Soon after his 1995 graduation from the Academy,2:30me, he rescued a drowning man from the ocean in Spring Lake, New Jersey. Known as Polly by his2:36comrades, Keating was stationed at Ladder Company 5 in Soho.
